※注意
PayPalからのメールに似せたメールでパスワードを盗む事件がおきていますのでメールアドレス、URL等を確認の上対応してください。
もし、偽のメール等届きましたらPayPalに問い合わせてみましょう。

PayPalとは電子送金サービスのことで、海外でのオークション、ショッピング等で手軽に送金できるシステムです。
また、貴方が何か販売を行っている場合 PayPalに入会することで手軽にショッピングカートを設置したりクレジットカードによる支払いを僅かな手数料で利用できます。
入会費、年会費等は無料ですので海外でのオークション等を考えているようでしたら入会してみてはいかがでしょうか？
尚、登録（入会）して実際に利用できるまでには多少時間がかかりますのでとりあえず入会しておいてもよろしいかと思います。

入会に必要なもの
クレジットカード（VISA、MasterCard、AmericanExpress、DISCOVERのいずれか）

入会方法

をクリックすると PayPal - Pay with PayPal が表示されます。

「Sign up for your FREE PayPal Account」をクリックすると Personal Account Sign Up が表示されます。

しかし、このページはアメリカのユーザー用ですから (International Sign Up )
をクリックしてInternational Personal Account Registration
にしてください。Country: でJapanを選択しContinueをクリック。

すると International Sign Up が表示されます。
ここで必要事項を英語で入力してから下段の{Sign Up}ボタンを押します。

しばらくすると、登録したメールアドレス宛にメールアドレス確認用のメールが届きます。

You're almost done signing up for PayPal!

To confirm that this is your email address, just
click on the following link and enter your password:

https://www.paypal.com/ece/************************
実際は貴方の確認用のURLが書かれていますのでクリックします。

If your email program has problems with hypertext links,
you may also confirm your email address by logging into
your PayPal account. Click on the link to "Confirm your email
address" and then enter the following confirmation number:

メールの確認用のURLをクリックすると仮登録が終わりますのでログインしてクレジットカードの登録を行います。
この時点ではOVERVIEWのStatusでは International - Unverifiedとなってはずです。

クレジットカードを登録すると以下のようなメールが届きます。

Dear *** *****,

This is a reminder that we need you to confirm your credit card.
This credit card was added to your PayPal account on ** **** 2002,
and ends in the last four digits ****.
Please follow the steps below to confirm your credit card.

これはあなたのクレジットカードを確認するために必要な事項です。
末尾4桁が****のクレジットカードは2002年*月**日にあなたのPayPalアカウントに登録されました。
貴方のクレジットカードを確認するために以下のステップに従ってください。

How to confirm your credit card:

PayPal has charged $1.00 to the credit card you just registered.
This $1.00 will be refunded back to your PayPal account when you complete
the following confirmation process:

PayPalは、貴方が登録したクレジットカードに1ドルを課しました。
貴方が次の確認プロセスを完了した時、この1ドルは貴方PayPalアカウントに払い戻されます。

1. In the item description section of your monthly credit card statement,
a 4-digit PayPal Confirmation Number will be printed next to the $1.00
charge. Check your monthly credit card statement to find your unique
Confirmation Number.

1.4桁のカード確認ナンバー(Confirmation Number)が貴方のクレジットカードの利用明細に印刷されます。
貴方のカードの確認ナンバーを見つけるために翌月または翌々月のクレジットカード利用明細をチェックしてください。

2. Log in to your PayPal account and go to the "Profile" subtab of the
"My Account" tab. Select the credit card you would like to confirm and
press the "Confirm" button. You will then be prompted to enter your
unique confirmation number..

2.貴方のPayPalアカウントにログインして、「My Account」タブの「Profile」サブタブをクリックしてください。
あなたが確認したいクレジットカードを選択して、「Confirm」ボタンを押してください。
その後、4桁Confirmation Numberを入力するように促されます。

If you access your credit card statement online, it may take up to
4 business days for your Confirmation Number to appear. If you do not
have online access to your credit card statement, please wait for your
printed statement to be mailed to you.*

もし貴方のクレジットカード利用明細がオンラインで確認できれば、約4日営業日で確認できるかもしれません。
オンラインで確認できないカードの場合は、利用明細が郵送されるのを待ってください。

After confirming your card, you will be able to send money with
your credit card through PayPal.

貴方のカードを確認した後に、PayPalによってクレジットカードで金銭を送ることができます。

注:PayPalは、確認ナンバー(Confirmation Number)を得るためにクレジット・カード会社へ電話でたずねる事を嫌います。
PayPalが、カード会社から貴方のアカウントに関する苦情等を受ける場合、貴方のPayPalアカウントは閉じられる事もあります。

カードの確認が完了しますとOVERVIEWのStatusは International - Verified になります。

尚、銀行口座やカードの登録等はProfile＞Financial Information で行います。

Personal AccountとPremium Account
以前はPersonal Accountでもクレジットカードで相手のPersonal Accountへの送金も
できましたが現在は銀行口座かバランス（自分のPayPal Account）からの送金しかできません。
自分のバランスへの入金は日本の銀行口座からはできないようですのでPremium Account
にするのがベターなのかもしれませんね。
